A significant $4.5 million development application to construct a new commercial hub in Perth's northern coastal suburb of Mindarie has been formally submitted to the City of Wanneroo.
Proposal Details and Site Specifics
The proposed development, named the West Tamala Park Local Centre, is being driven by Relink Management WA Pty Ltd. The plan involves transforming a 2257sqm vacant block on Amalfi Avenue, situated directly beside the South Mindarie Foreshore Reserve, into a vibrant local destination. This land was sold in October last year following an expression of interest process conducted by the Catalina Regional Council.
The centre is designed to feature two buildings providing a total of 1009sqm of commercial space across six tenancies. These spaces, ranging in size from 70sqm to 355sqm, are intended for a mix of uses including retail shops, food and beverage outlets, and health services.
Parking, Access, and Community Impact
Vehicle access to the precinct would be via a single left-in/left-out crossover on Amalfi Avenue, with 27 on-site carparking spaces proposed alongside landscaped areas featuring 15 new trees. The developers acknowledge this parking provision falls short of the 44 bays typically required under State planning policies for a development of this scale.
However, planners argue the site's location in a "strong residential walking catchment" near the coast will encourage spontaneous visits from pedestrians and cyclists, reducing overall parking demand. The development application states the project is expected to create approximately 40 full-time jobs and generate an estimated 616 vehicle movements per day.
"The proposed development will not have any significant adverse impact on the amenity of adjoining owners or occupiers," the application notes. "Rather... it will improve the availability of destinations for residents and visitors to the locality, including destinations across the coastal path."
Operating Conditions and Next Steps
In recognition of its proximity to homes, the proposal includes specific conditions for any alfresco dining areas. These would be restricted to playing only ambient music and must cease operation by 10pm, not reopening before 7am on weekdays and Saturdays, or 9am on Sundays and public holidays.
Public consultation on the application through the City of Wanneroo is now open and will close on Friday, January 30, 2026. The final decision on the project rests with the Metro Outer Development Assessment Panel, which is anticipated to make its determination later in the year.
