Another multi-storey apartment block is set to rise in Scarborough, with development plans lodged for a seven-storey, 18-unit complex just metres from the suburb’s popular Esplanade.
Project Details
The project, led by WA-based development group Celtic Capital Properties, is proposed for the corner of Manning Street and West Coast Highway on a 1044sqm site where a two-storey apartment building currently sits. The site is less than 200m north of the Rendezvous Hotel and within 300m of the beach.
If the application, designed by Hillam Architects, is approved, the 18-unit development would have 14 three-bedroom apartments and four two-bedroom units. The proposed apartments each span roughly 140sqm and feature south-facing balconies, with a common lobby area on level one set to provide access to a shared BBQ terrace.
Parking and Amenities
A basement level would be used to provide 29 carparking spaces for residents and essential building services. An additional 11 visitor parking bays are expected to be provided at ground level, accessed from Manning Street.
Demolition and Design
The existing building at the site, known as the Scarborough Apartments, has stood since the 1960s and would need to be entirely demolished to make way for the new complex. In their application, Celtic Capital Properties said the current building at the site was “at the end of its useful life” and they had worked closely with the City of Stirling design review panel to create the proposed development, which they believe will enhance the area.
“The city’s DRP has commended the design approach to the overall built form and scale and relationship to the Beach Road Precinct context of Scarborough,” the application states. “The development accommodates adequate carparking and cycling facilities to meet the needs of future occupants and visitors to the subject site, noting its context within an activity centre and access to high frequency public transport.”
Developer Background
Founded in 2012 and owned by the Peterson family, Celtic Capital Properties says it has a “focus on the development of high-quality, sustainable developments in premium, highly sought after locations”. Its most notable projects include the 82-apartment Halcyon development in Subiaco and the Sunset Plaza shopping centre in Ocean Reef, which is currently under construction as a joint venture with Vega Property Group.
Next Steps
The development application is open for public consultation through the City of Stirling until May 23. It will then be considered by the Metro Inner Development Assessment Panel later this year.
