A significant $25.4 million development proposal for a five-storey apartment building on Charles Street in North Perth has been unveiled, opening for public feedback. The project, submitted by Perth-based Planning Solutions on behalf of Spinnaker Developments, aims to transform two lots at 407–409 Charles Street into a mixed-use residential complex.

The development application outlines plans for 52 apartments, comprising 31 one-bedroom and 21 two-bedroom units, all designated as a mix of social and affordable housing. This initiative addresses growing demand for accessible living options in the area.
Site Features and Infrastructure
The site will include 33 resident parking bays, two motorcycle bays, and three visitor carparking spaces, all located at the rear of the building. A driveway from Charles Street will provide access, alongside communal facilities for residents and extensive landscaping to enhance the streetscape.
The development spans two lots: one owned by the Department of Housing and Works and the other by Spinnaker Developments. An existing single-storey dwelling on 409 Charles Street is slated for demolition, while 407 Charles Street is currently vacant, paving the way for this transformative project.
Design Evolution and Approvals
An initial proposal was lodged in February 2025 but has since been amended based on review feedback. The updated design features a lighter colour scheme, additional articulation, a refined landscape palette, improved access to ground-level apartments from the street, and enhancements to the screening system.
Government and Community Support
The Government Architect WA has reviewed the new proposal, noting it is "broadly supported as a catalyst for future density along a major transport corridor." The design was praised for its strong material response to local character, particularly through brick usage, and commendable landscape strategies like tree retention and deep soil zones.
Location and Accessibility
The site benefits from proximity to key amenities, including Lake Monger, North Perth Town Centre, Kyilla Primary School, Angove Street Cafe, and Dog Swamp Shopping Centre, making it an attractive location for residents.
Public Engagement Timeline
The public comment period closes on 19 February, with submissions accepted online along with additional project information. This allows community members to voice opinions on the development before final decisions are made.
