Kiama Council Navigates Conflict of Interest in Major Hotel Upgrade Proposal
A significant development application for a $990,000 upgrade to the Kiama Inn Hotel has been lodged with Kiama Council, bringing with it a notable conflict of interest that the council must carefully manage. The proposal, which includes plans for a balcony extending over Terralong and Shoalhaven streets, involves land owned by the council itself, creating a potential ethical dilemma in the assessment process.
Council's Strategy to Mitigate Conflict
According to the application documents, the council has outlined specific measures to address this conflict of interest. These include ensuring that staff involved in preparing the application are not part of the assessment team. Additionally, the assessing staff will be separated from the project team, and the entire assessment will undergo a peer review process to maintain transparency and integrity.
This approach aims to prevent any bias or improper influence in the decision-making, safeguarding the public interest while allowing the development to proceed fairly. The council's proactive steps highlight the importance of ethical governance in local planning matters.
Heritage Significance and Design Elements
The proposed balcony is not just a modern addition but has deep historical roots. A heritage study accompanying the application reveals that the site was originally home to Tory's Hotel, built in the late 1800s with balconies over both streets. The new design is described as a modern interpretation and reinstatement of the original wrought-iron-posted verandah, which featured 13 wrought-iron posts and had a low head height clearance on Shoalhaven Street.
The study emphasises that the hotel site has been associated with hospitality and accommodation since the 1850s, reflecting Kiama's evolution from a small port town to a thriving regional centre, particularly after the introduction of the railway in the late 19th century. The building's three-storey masonry form, classical detailing, and prominent corner location make it one of the most visually notable structures in the Kiama town centre.
Additional Upgrades and Community Impact
Beyond the balcony, the development application includes several other key upgrades. These involve relocating the existing gaming room to the covered barbecue area in the southeastern corner and installing a new lift to service all floors. According to the statement of environmental effects, these changes are designed to enhance accessibility, contribute to the surrounding streetscape, and improve the building's heritage character and functionality.
The proposal is currently on public exhibition until February 18, allowing community members to review and provide feedback on the plans. This period of public consultation is crucial for ensuring that the development aligns with local expectations and heritage values.
As Kiama continues to grow, balancing modern upgrades with historical preservation remains a key challenge for the council and developers alike. The outcome of this application could set a precedent for future projects in the region.
