In his defence, the man insists, "I'm just peeing," but Carter cuts him off, shouting, "Go! Get out of here!" He continues to label the behaviour as "disgusting" and orders the man back to his car before the video concludes. Carter later captioned the viral clip with a question many residents are now asking: "Has this become the norm?"
