Lindian Strengthens Malawi Rare Earths Project with Strategic Appointment

As rare earths projects transition from planning to construction and commissioning, effective execution becomes paramount. In a significant move, Lindian Resources has appointed industry veteran Cliff Webster as technical manager to spearhead delivery at its flagship Kangankunde rare earths project in Malawi.

Key Hire at Critical Juncture

This appointment comes at a pivotal time for Lindian, with stage one construction advancing towards commissioning and initial production, while the company concurrently plans a substantial stage two expansion. Webster brings over three decades of experience in complex process plants, including greenfields and brownfields developments, and commissioning roles at major operations.

Most recently, he served as commissioning manager on the Mt Weld expansion for Lynas Rare Earths, a project widely regarded as a benchmark for rare earths processing in Australia. His extensive background also includes senior positions at Glencore’s Murrin Murrin nickel operation, Vale’s Goro nickel project, BHP’s Ravensthorpe nickel project, and Olympic Dam, showcasing a robust portfolio that commands respect in engineering circles.

Responsibilities and Project Phases

Lindian has tasked Webster with ensuring the project is delivered on schedule and without unexpected issues. Under the current development plan, stage one will establish Kangankunde as a producer of premium monazite concentrate. In contrast, stage two aims to increase output by an additional 100,000 tonnes per annum of concentrate. While scaling up offers potential benefits, it often introduces technical risks, making early discipline and operational readiness essential.

Webster will oversee technical governance throughout the initial build, managing engineering interfaces, vendor relations, and construction integration. His role also involves identifying and mitigating risks before they can disrupt commissioning schedules or impact performance. Once construction concludes, the focus will shift to systems completion, pre-commissioning, commissioning execution, and performance testing, culminating in the critical operational handover.

Operational Readiness and Future Plans

Beyond plant start-up, Webster will lead operational readiness initiatives, including developing operating procedures, workforce training, maintenance systems, and spare parts strategies. Lindian is already progressing with studies for stage two developments, aiming to convert metallurgical testwork into a scalable flotation concentrator.

Lindian Resources executive director Zac Komur emphasized the importance of this hire, stating, "Stage 1 delivery will be defined by commissioning discipline, operational readiness, and performance reliability. Cliff brings direct rare earth expansion experience from Mt Weld and a strong track record delivering complex process plants through startup and ramp-up."

Strategic Context and Market Outlook

With a strategic partnership in place with Iluka Resources, secured funding, and ongoing construction, Lindian is preparing for the final execution phase, attracting significant attention. As the rare earths market gains geopolitical importance and long-term demand strengthens, Kangankunde is emerging as a closely monitored new entrant.
