Geelong man, 63, jailed for stalking and assaulting hospitality worker
Norman Rowe jailed for stalking, assault in Geelong

A 63-year-old Geelong man has been sentenced to jail for a campaign of stalking and an unlawful assault against a young woman working in the hospitality industry.

Chilling Campaign of Harassment

Norman Rowe, of Geelong, appeared before the Geelong Magistrates’ Court where the disturbing details of his offending were laid bare. The court heard that Rowe engaged in a persistent pattern of stalking behaviour towards his victim, a hospitality worker, over a period of time.

His actions escalated to an unlawful assault on November 19, 2023, which formed a central part of the charges against him. The prosecution detailed how Rowe's fixation on the woman led to a serious violation of her safety and peace of mind.

Court Proceedings and Sentencing

Magistrate Franz Holzer presided over the case, considering the impact of the crimes on the victim. The court was told that Rowe had previously faced similar allegations, with a history that included being placed on a good behaviour bond.

In his sentencing remarks, Magistrate Holzer emphasised the serious nature of stalking and assault offences. Rowe was sentenced to an aggregate 60 days imprisonment for the stalking charge and the unlawful assault committed last November.

Furthermore, he received a 12-month community corrections order with conditions, including assessment and treatment for mental health, and programs aimed at reducing reoffending. A conviction was also recorded against his name.

A Warning and a Focus on Victim Safety

The outcome serves as a stark reminder of the legal consequences for predatory behaviour and violence, particularly against workers in customer-facing roles. The case highlights the judiciary's role in protecting community safety and holding perpetrators accountable.

The sentence reflects the court's assessment of the need for both punishment and rehabilitation. The conditions attached to the community corrections order are designed to address underlying issues while safeguarding the public.

This case underscores the importance of victims reporting such incidents to authorities. It also demonstrates the legal system's capacity to deliver justice for those subjected to harassment and violence in their workplace or personal lives.
