The City of Canning has launched a public consultation period for a proposed digital advertising billboard that would target motorists travelling along a major Perth arterial road.
Proposal Details and Location
A development application has been lodged with the council for a digital billboard proposed to stand 12.5 metres high with a screen area of 25.8 square metres. The structure is planned for the roof of BYE Performance on Ewing Street in the industrial suburb of Welshpool.
The primary audience for the advertising display would be southbound traffic on the Leach Highway. Because a billboard of this nature is not a listed use within the general industry zone, council staff have classified it as a "complex application", triggering the requirement for public advertising and feedback.
Assessing Visual and Light Impact
In a report submitted to the council, the proponents addressed potential concerns about the sign's impact. They argued the effect on visual amenity would be "low to moderate".
The report noted that existing infrastructure like noise walls, security fencing, and verge vegetation would provide partial visual screening, especially for pedestrians and cyclists using the adjacent shared path.
For drivers, views of the sign would be "short in duration" and "experienced as transient, forward-facing glimpses" limited to a viewing distance of roughly 200 metres.
To manage light pollution, the proposal includes an automatic brightness control system. A local light sensor would adjust the sign's intensity to match ambient lighting conditions, aiming to mitigate light spill. The design also promises to comply with Main Roads WA policy by not exceeding maximum dimming levels.
Community Has Final Say
The City of Canning is now formally seeking community input on the development. Residents and stakeholders have until December 22, 2025, to review the plans and submit their comments.
