Bassendean's $38 Million Housing Project to Feature 'Carefully Selected' Tenants
Significant plans for a nine-storey social and affordable housing building have been unveiled for Bassendean, with official documents confirming that tenants will be "selected carefully" to ensure alignment to the community. The $38 million project, located at 1 Park Lane, is set to transform a current carpark into a residential hub comprising 73 dwellings.
Housing Mix and Tenant Selection
The development will allocate 15 units for social housing and 58 for affordable housing, representing an 80 per cent affordable housing and 20 per cent social housing split. This configuration is part of a build-to-rent model designed to cater to diverse income groups. Affordable housing targets individuals on low to moderate incomes, including key workers such as nurses, teachers, ambulance officers, and bus drivers. In contrast, social housing is reserved for those on low to very-low incomes, with rents typically set at 25 per cent of household income.
Design and Amenities
The building will feature:
- 24 one-bedroom dwellings
- 49 two-bedroom dwellings
- An office for managing the social and affordable housing operations
Due to its prime location near BIC Reserve, Bassendean tennis club, Hawaiian's shopping centre, Bassendean Oval, and the Bassendean train station, the project proposes only 31 resident carparking bays and 46 bike bays. This limited parking is intended to increase active transport options for tenants, with the site approximately 40 metres from the train station.
Site Preparation and Community Feedback
The site contains asbestos-containing materials from a building demolished in the 1970s, necessitating remediation works scheduled for this year to ensure suitability for residential development. In May 2025, the Town of Bassendean expressed overall support for the plans but requested clarification on project funding and the closure timing for the existing carpark. Feedback on the proposed plans closes on Friday, February 26, allowing for community input before final approvals.
