Infrastructure Department's Canberra Office Sees Low Daily Attendance

The Department of Infrastructure and Transport has revealed that on any given day, a mere 25 to 35 per cent of its 1900 Canberra-based employees are physically present in the office. This confirmation came during a recent public works committee hearing, highlighting the department's significant shift towards remote and flexible working arrangements.

Major Office Downsizing and Relocation Plans

This low office attendance coincides with the department's preparation for a substantial office downsizing, as several of its current leases are set to expire in the upcoming financial year. The department will be moving from multiple locations, including the Nishi building, to consolidated spaces around City Hill in Canberra's central business district.

Staff will begin transitioning to a new office at 7 London Circuit as early as next month, according to testimony from a Senate estimates committee. This building, which was completed in late 2025, is currently undergoing a $23.4 million fit-out expected to be finalised between May and June 2026. It will accommodate 843 staff through a staggered relocation process.

Costs and Design Priorities Under Scrutiny

During the estimates hearing, Nationals senator Matt Canavan raised concerns about the fit-out expenditure, noting that the cost of $2413 per square metre exceeded government guidelines. Department officials defended the expenses, emphasising that creating flexible working environments was a key priority. This includes dedicated meeting rooms and sensory areas, alongside compliance with government-mandated energy efficiency ratings.

Second Office Location and Further Investment

A second, larger office space at One City Hill, located approximately 200 metres from 7 London Circuit, will be utilised by the department starting in 2027. The department is seeking approval for a $33 million fit-out at this location, equating to $3358 per square metre, to house more than 1200 staff. The total estimated cost for the move to One City Hill is about $46 million, excluding GST.

Reflecting New Work Patterns in Office Design

The relocation marks a strategic adjustment to the department's operational model. The department will transition from a traditional one-to-one desk-to-person ratio to a more flexible seven-to-10 arrangement in the new offices, directly reflecting the high levels of remote work among its staff. This move concludes a years-long search by the department for modern, energy-efficient office spaces that better align with contemporary work practices and sustainability goals.
