Residents of Southern River have raised alarm over a missing footpath on Holmes Street, forcing pedestrians – including school children – to walk on the road between Faverolles Drive and Gamboge Parkway. The City of Gosnells has acknowledged the danger but says a permanent fix may not arrive until 2031.
Safety risks ignored
Local father Saqib Sharif described the situation as a “disaster waiting to happen”. He said children on scooters and bikes share the narrow road with fast-moving cars. “It becomes really busy in the morning peak hour and also during the afternoon in school time,” he told PerthNow.
Main Roads WA reduced the speed limit on a section of Holmes Street from 70 km/h to 60 km/h in May, but Mr Sharif called that “patchwork” rather than a solution. “60km cars passing by pedestrians are posing a huge threat to their lives,” he said.
Council’s long-term plan
The City of Gosnells has proposed extending Garden Street between Harpenden Street and Holmes Street as a long-term project. The plan includes an 840-metre dual carriageway with two lanes in each direction, expected to be completed by 2031/32. The city has set aside funding reserves for the project.
Mr Sharif said the council is “sitting on the money” for footpaths, fearing that an interim path would be demolished when the road is widened. “What value do future infrastructure plans have if residents are placed at risk today?” he asked.
Interim measures considered
Chief executive officer Ian Cowie said the city will consider interim pedestrian treatments for Holmes Street ahead of the long-term project. “Any interim measures will be subject to Council approval and funding availability,” he said. The city has conducted an initial investigation into pedestrian access options and expects to consider an interim response from 2027/28 onwards.
Mr Sharif urged the council to prioritise basic infrastructure. “We’re not asking for any luxury, it’s basic infrastructure. Council should not approve new developments until the basic infrastructure is in place,” he said.
Ongoing road projects
Construction of stage one of the Garden Street extension between Warton and Holmes Street is already underway. Stage two, adjacent to Sutherlands Park, is being designed. Funding has been approved for the design of stage three, including the Southern River roundabout and pedestrian crossing facilities. Detailed design for stage four is expected to be completed in 2030.
