Toby Charles Mortlock, a 70-year-old man from the ACT, has been hit with 17 additional historical child abuse charges, bringing the total number of alleged victims to four. The charges, laid by ACT Policing, include multiple counts of indecent assault on a child under 16, with offences dating back to between 1981 and 1990.

The new charges were filed in the ACT Magistrates Court on Tuesday. Mortlock, who was already facing 14 charges from earlier this year, now faces a total of 31 counts. The alleged incidents occurred in various locations across Canberra and the surrounding region. Police allege that Mortlock knew the victims through his involvement in local community groups and churches.

Detective Inspector Mark Steel of ACT Policing's Sexual Assault and Child Abuse Team said the investigation was ongoing. “We encourage anyone who may have been a victim or has information about Mortlock’s activities to come forward,” he said. “These charges show our commitment to holding offenders accountable, no matter how much time has passed.”
According to police, the alleged abuse spans nearly a decade, with the youngest victim being just 11 years old at the time. The case has sent shockwaves through the local community, with many expressing concern over the number of alleged victims.
Legal Proceedings
Mortlock was granted bail under strict conditions, including a ban on contacting any of the alleged victims and a requirement to report to police daily. He is due to appear in court again on October 27. If convicted, he faces a maximum penalty of 10 years' imprisonment for each count of indecent assault.
