"We are not making excuses, but there is a clear penalty not given. It changed the course of the match," said Egyptian FA spokesman Ahmed Shobair. "We have submitted an official complaint to FIFA seeking clarification."

Minutes after the non-call, Argentina scored the winning goal through Lautaro Martínez, who capitalized on a defensive error. The goal stood after a VAR check for offside, but Egyptian fans and pundits argue that the earlier penalty decision was a more egregious error.
