New Parking Rules at Canning Schools and Parks

The City of Canning has voted unanimously to implement a series of new parking regulations aimed at enhancing safety and accessibility in several key locations, including school zones and park precincts. The decision was made during a council meeting on Tuesday, following recommendations from officers.

Affected Areas

The new parking controls will impact streets surrounding Bentley Primary School, Al-Hidayah Islamic School, Riverton Primary School, Lynwood Senior High School, Rossmoyne Senior High School, and the Hedley Park precinct. Hedley Park, frequently used for weekend events, has also been included due to overflow parking issues.

Community Concerns Addressed

According to the officers' report, the city received numerous requests to implement parking controls at these locations to address community concerns about overflow parking and severe school traffic causing congestion. Deputy Mayor Mark Bain expressed strong support for the recommendations, noting his awareness of parking and traffic flow issues in Bentley. He stated, "I very much support the officer’s recommendation, being well-aware of the parking and traffic flow issues in Bentley. I’m pleased to see the proposed parking controls, and note that five of them pertain to local schools. I know they will improve safety and accessibility for students, residents and all other road users in the area."

Specific Changes

  • Time-Restricted Parking Extensions: Existing time-restricted parking signs at Bentley Primary and Al-Hidayah Islamic School will be extended from 3:30pm to 4:00pm to align with the Islamic school’s 3:30pm finish time, better accommodating street parking demands during school pick-up.
  • No Stopping and No Parking Zones: These will be implemented in several areas around Bentley Primary, Riverton Primary, and Rossmoyne Senior High School to prohibit road and verge parking on school days.
  • Bus Zones: Lynwood Senior High School and Parkwood Primary precincts will gain no stopping and bus zones.
  • Off-Street Parking: The Public Transport Authority will fund nine new parking bays at Lynwood’s off-street carpark to offset the reduction in on-street parking.

Hedley Park Controls

Signs enforcing no parking on the road or verge will be installed around Manning Road. On Hedley Place and Deverell Way, these restrictions will only be enforced from 6am to 1pm on Saturdays.

Public Consultation

The city conducted public consultations by delivering letters to all affected properties. One objection was received regarding the reduction in on-street parking spaces near Rossmoyne High School. Officers confirmed that the parking control is only relevant during school drop-off and pick-up periods. Councillor Ben Kunze expressed hope that the changes would ease school periods, stating, "The work done to monitor and work out issues, and improve safety and congestion around the schools is no easy feat. Hopefully these changes don’t cause problems elsewhere."
