Scott Whittaker, a 47-year-old man already in custody on unrelated matters, has been charged with additional offences following alleged assaults in Belconnen. The new charges include sexual assault, choking, and common assault, according to ACT Policing.
Details of the Alleged Incidents
Police allege that Whittaker assaulted two women in separate incidents in Belconnen between 2021 and 2023. The first incident reportedly occurred in 2021, where he is accused of choking and sexually assaulting a woman. The second incident, in 2023, involves allegations of common assault against another woman.
Whittaker was already in custody for other matters when the new charges were laid. He appeared via audio-visual link in the ACT Magistrates Court on Thursday, where the charges were formally presented.
Court Proceedings and Bail Decision
Magistrate James Lawton refused bail for Whittaker, citing the seriousness of the allegations and the risk of further offending. Whittaker did not apply for bail and was remanded in custody. He is scheduled to reappear in court on 15 August for a mention hearing.
ACT Policing Detective Superintendent Jason Kennedy said, “These are serious allegations, and we encourage anyone who has experienced sexual assault to come forward. We have specialist officers who can provide support and investigate thoroughly.”

The charges have raised concerns about community safety in Belconnen. Police are urging any other potential victims or witnesses to contact Crime Stoppers on 1800 333 000. “We believe there may be other people who have been affected by these alleged incidents,” Detective Superintendent Kennedy added.
The case has also highlighted the ongoing efforts of ACT Policing’s Sexual Assault and Child Abuse Team, which investigated the matter. Whittaker’s legal representative did not comment outside court.
