Perth-based Vespoli Constructions has lodged an application with the City of Wanneroo to develop a new neighbourhood shopping centre on a 1.6-hectare site at the corner of Wanneroo Road and Clarkson Avenue in Tapping. The proposed centre will feature an IGA supermarket, a childcare centre, and a range of other tenancies including a possible medical centre, restaurant, cafes, and a pharmacy.
Centre Details and Tenancies
The development plans include five single-storey buildings with a total floor area of 5000 square metres and 192 car parking bays. The IGA supermarket will be about 1150 square metres in size and include a small liquor store of approximately 100 square metres. The childcare centre, located in the north-east part of the site, will cater for a maximum of 102 children aged up to five years and operate from 6.30am to 6.30pm, Monday to Friday.
Building Layout and Flexible Uses
The central-northern building is planned as a multi-tenancy building of about 1270 square metres, while the southern building will be about 1720 square metres, also designed for multiple tenancies, along with a plaza area with outdoor seating. A fifth building, a standalone restaurant or cafe, is proposed for the south-west corner of the site, with a total area of about 360 square metres. The remaining tenancies remain flexible, with developers expecting a mix of consulting rooms, hair and beauty salons, specialty stores, and a preference for cafe and restaurant uses at the site's entry points.
Planning and Community Impact
“The proposed development represents an orderly, well-considered and policy-consistent neighbourhood activity centre that will provide meaningful local services and employment opportunities while respecting the amenity of surrounding residential areas,” the applicant’s planning report states. Vehicle access to the centre’s carpark is proposed off Clarkson Avenue and Corvus Road. The site, other than the existing McDonald’s built in 2020, has been mostly vacant since a warehouse was demolished in the mid-2010s.
Public Consultation and Next Steps
Public consultation on the plans is open through the City of Wanneroo until July 8. The city’s administration will make a determination on the application following the consultation period. The proposed centre aims to provide local services and employment opportunities while fitting within the current planning framework.
